When this Class comes then it has to be called Dragoon, and nothing else.
Dragoon is THE established name as a short version for the profession as "dragon rider".
It gives enough games, where dragon riders get called dragoons.
Legend of the Dragoon (PS1), Panzer Dragoon Orta(forgot console), Drakengard 1-2 (Drag on Dragoon) (PS2).
Dragoon as else mentioned were only called in the middle age so, as they were called, because of their dumb firearms, which were used in the time with gun powder, and when someone had shot with such a firearm, on the top of the rifle people could see a small fire burst. Gun Powder came in the middle age from asia, the "land of the dragons". the soldiers, when on their fully geared horses looked with those rifles a little bit like "dragons" which spit fire and thats the reason, why those soldiers on horses got called in the middle age dragoons. Its nothing special, people in the middle age have given in this time age for everything a name, that looked like any other thing or being, strongly influenced by church, they yelled at everything, "its a DEMON" when something happened, they couldn't understand or called things, that are today for us absolutely normal as "magic"
Another point when this class comes, then it has to be real dragon, no wannabe dragons like stupid drakes, so the dragons should look for example like bone dragons or like smaller versions of kuunavang, THAT r dragons and nothing else fits to a Dragoon.
When this class comes maybe in GW2, this game has then the engine, to make this class possible, as we all think, a dragoon should act like.
only my opinion to those 2 points, how any other would perhaps say:

mounts in battle..... doesnt that all depend on the rate of movement? Because if you have a fast moving horse or something(which most horses move FASTER than people) then it would completely unbalance most games, and im thinking in particular, AB.

Would your mount be considered a pet, as to use beastmastery to boost the funtion, like a super-pet? As in you can mount it while using your mounted attack skills with beast attacks to make your mount do lots of damage with "x...alone" skills?

I actually had a quite radical version of the dragoon, even though it incorporated many aspects of your original design.
For one, no dragon mount, because it would only serve to cause a major hassle when it came to balancing and graphics issue. Instead, use a wyvern--a smaller, footless dragon mainly utilized (I believe) for casting, and not direct combat. Stay with me, there's a point to this hehe.
Second of all, have the spear be used as a combination of both Dervishes and Assassins. This would be done primarily through jumps and combos.
Ex:
Short Jump--Hurtle towards target, falling short and slashing. 5...15% chance bleeding caused.
Reckless Jump--Hurtle towards target, with 25...15% chance of missing. If missed, this causes exhaustion. If hit, target suffers Deep Wound for 1...5 seconds, and a 50...75% chance of Knockdown.
followed by
Spinning Slash--Drag spear from behind to slash those in front of you, causing 5...25...50 damage.
Dirt Spray--Drag spear from behind you, kicking up dirt to all those in front of you. 15...20...30% chance of Blind for 1...3...7 seconds.
and then
Tornado Armor--Spinning spear around quickly, create a gust around you that provides +50 protection against projectiles, save magical ones. This skill leads into Hurricane
Virulent Stab--Granted poison power from dragons, stab a single target multiple times, each one having 5...15% chance of a 1...5 second poison. This skill leads to Dragon's Wrath.
finishing with
Hurricane--All players within range are cleansed of poison and fire. Movement speed, if not in eye, is decreased by 50...75%. Spell casting times are increased by 0...1 second.
Dragon's Wrath--Pet Wyvern turns to stone for duration of spell. Calling upon the essence of your pet, you turn into a drake for 15 seconds. Granted +150 life, and 50% spell reduction.
The point of this is to provide multiple ways of attacking with a dragoon once in the fray. Plus, by adding in a wyvern as an ever-present pet,one can add in nifty little bonuses: say, 10% of all damage gets directed to the wyvern instead, and it grants you a base +25 protection against magic spells. Of course, people can kill a wyvern, at which point it turns to stone and recovers, leaving a dragoon unable to cast major spells or combo-finishers until it recovers. The wyvern is immune to magic when in stone form, so no signets or revival spells. Note: the wyvern uses your mana pool, but has its own life pool. This is to show how both wyvern and player are needed to cast a spell.
So I propose these attributes instead:
Spear Mastery (Primary)-pretty much as the original entailed-multipurpose attacks, not needing the wyvern.
Agility-this affects damage and whatnot to combos.
Wyvern Mastery-every level adds +10% bonus, stacking to the life of the wyvern.
Wind Assault-deals with cleansing and condition-causing winds, only affects duration and damage done when increased.
Just to note, I posted this here instead of creating a new thread b/c I thought it was not needed. If y'all want me to create a new thread, then just pm me. Other than that, I find the original build fascinating, although I think making the dragoon less magical and more of a condition-causing warrior with magical input from the wyvern more fun. But I've been wrong before, hehe.
